Formation and Development of Human Capital of Rural Territories with the Help of New Information and Communication Technologies: Barriers and Perspectives

Abstract

The purpose of the work is to determine the main barriers and future perspectives of formation and development of human capital of rural territories with the help of new information and communication technologies (ICT). The authors use the method of regression analysis for determining the dependence of efficiency of using human capital of rural territories on the level of development of the ICT on the whole in the world and in view of developed (by the example of the USA, Germany, and Japan) and developing (by the example of China, Brazil, and Russia) countries. The indicator of using the efficiency of using human capital of rural territories is efficiency which is calculated by the authors on the basis of the official statistics of the World Bank as a ratio of gross added value, created on rural territories to the number of population of these territories. The indicator of the level of development of the ICT is the corresponding index provided by the International Telecommunication Union. As a result, the authors conclude that new ICT can be a modern tool of formation and development of human capital of rural territories – like in developed countries. In developing countries, the barriers on the path of successful implementation of this process are the high level of opposition to innovations and low information and communication competence of human resources of rural territories. The offered recommendations allow overcoming these barriers, and the developed and presented conceptual model of formation and development of human capital of rural territories with the help of new ICT shows this process.
