Abstract
In 1994 the Secretary-General of the United Nations, Boutros Boutros-Ghali, referred to transnational crime as having been “organized along relatively simple lines and involv[ing] a limited number of activities” by Boutros-Ghali (Vital Speeches Day 61: 130, 1994).
