Abstract
The approach to innovation in Metropolitan Cities (MCs) appears to be the result of territorial intuitions and strategies, often with solutions dedicated to individual sectors of the administration and a poor attitude towards interoperability, openness, reuse and cooperation. To center the Sustainable Development Goals (SDGs), especially in the Italian Public Administration (PA), it is necessary to combine investments in digital and innovation management to prepare and facilitate the use of technologies. The purpose of this paper is to evaluate the adequacy of the programs dedicated to Italian Metropolitan Cities and to provide a methodology for monitoring and measuring the implementation of the Digital Transformation.
