One Person–One Vote

Abstract

To understand whether the principle of one person–one vote is respected, one should be able to ‘measure’ the voting power of a single elector. The Penrose index is analyzed, both for the case of single votes with the majority or the unanimity rule and with weighted votes. An application is shown concerning the 2020 US Presidential election.
