Digitalization of Kyrgyz Society: Challenges and Prospects

Abstract

This scientific article is devoted to the issues of digitization of the Kyrgyz Republic, where problems and prospects of building a society in the new stage of development of the country in conditions of globalization. The main purpose of our work is aimed at theoretical coverage of opinions of scientists on the new technological way, its advantages, and disadvantages, as well as on the necessity of transition to digitalization. Digital society is researched and disclosed by scientific schools as a specific direction of artificial development of societies, thus they made certain clarifications in terminology and substantiated a new conceptual apparatus, which is the basis of expansion of further philosophical and economic researches of modern world processes. The role and significance of the stage of digital transformation, which will be implemented in our country in the presence of scales and more qualitative level of capacities of science, technology, and technosphere. Consequences of introduction of digitalization on socio-economic processes, where under the influence of high-tech and scientifically grounded productive forces there is not only gradual industrialization of the economy but also a radical change in the nature of technical and economic relations and adaptation of artificial conditions of society life. This study considers the government program “Digital Kyrgyzstan”, which provides creation of favorable bases for the effective digitalization of the country within the framework of the Concept of the digital program transformation. It set ambitious goals and objectives aimed at complementing and expanding previously adopted programs and thereby defining the structure, management system and foundations of the digitalization process. In conclusion, suggestions and recommendations are given, relevant conclusions are drawn on the issues under consideration.
