Re-targeting Schools, Skills and Jobs in Kenya: Quality, Quantity and Outcomes
Targets, goals and their indicators have become central to the international discourse on education and jobs. The setting of the Sustainable Development Goals (SDGs) is the latest and arguably one of the most inclusive UN processes of consultation (Naidoo, 2016). But national governments, and particularly those with planned economies, have participated in target-setting from the middle of the 20th century, and even earlier in the case of Russia, other parts of the USSR, and Turkey (King, 2016).
