Abstract

The evolution of the health systems over the time has shown that the possibility of assigning the responsibilities to the physicians and the agreement of the choices and objectives influence the quality of the care positively. This approach implies two essential insights: the necessity of constant communication between the policy makers and physicians and the control of healthcare management not only through economic parameters but also with quality indicators [1–6]. Despite positive policy initiatives emphasising options to better support people to die at home the number of people requiring inpatient palliative care is expected to increase primarily due to the population ageing, increased burden and complexity of chronic illness, more people living in single-person households and care needs exceeding community resources. Across the developed world, providing optimal end-of-life care for patients dying in our acute hospitals continues to be a priority [7]. Furthermore, there is the necessity of quality indicators for palliative care, not only quantitative but also qualitative. The purpose of this chapter is the analysis of the quality concept, the health indicators, and the process of managing according to efficacy and efficiency in this specific context.
