By definition any vector has a magnitude and a direction. For some physical vectors this information is enough for their definition. For example the angular velocity of a rigid body or the 3-D force applied to it. In any case neither the angular kinematics nor the translational dynamic motion do not change when any of these vectors is applied at any particular point of the body.
