Abstract
A systematic method is needed to compare the effectiveness and costs of options for adapting to climate change. A decision matrix can be used to analyze the effectiveness of adaptation options in meeting specific policy goals under various climate change scenarios. Consistent quantitative measures of different goals should be used to enable comparisons to be made across multiple goals. The goals can be weighted based on their relative importance. The decision matrix can also be used to rank the relative cost-effectiveness of adaptation policies and practices, or if monetary measures are used, to examine whether benefits exceed costs and benefit-cost ratios.
