The Hierarchy of Emergency Preparedness
Abstract
The mayor of Beaverton promoted cooperation between organizations and through use of technology to prepare for disasters. Local police and fire personnel participate on each other’s calls to develop a cooperative relationship. Regional emergency response organizations, including public, private, non-profits, and volunteer groups, have been developed. Volunteer groups play an important role in emergency response and recovery efforts and plans. During a major flood in 1996, a church staffed a flood information and referral line. The region has developed region-wide plans and procedures for disaster response. Interoperable communications now enable emergency responders from the region to communicate during a disaster.
