Abstract
Understanding European technology policy means casting an analytical net that reaches beyond the EU and the Framework programme. The political and economic forces that gave rise to the Single European Action (SEA) did not produce a single-minded effort to expand the EU’s remit in technology policy. Consensus did emerge on the virtues of cross-border collaboration as a means to match the scale of American and Asian R&D efforts. However, national differences of view persisted as to how European collaboration should be organised and funded.
