Key Issues in the Local Government Debate in Denmark

Abstract
Denmark has five million inhabitants and three administrative levels: central government, 14 counties (amter) and 275 municipalities (kommuner). Unlike Germany for example, cities are incorporated into the counties with the exception of the two boroughs forming the central part of the capital, Copenhagen. These two boroughs carry out both local and county functions.
