Abstract

Since this book went to press, several political and economic developments have occurred which are worthy of note and which have a direct bearing on some of the issues raised in previous chapters (especially 7 and 9). So far as the leadership succession is concerned, there have been signs of contenders pressing their claims and two significant promotions were announced at the May 1982 plenary session of the Central Committee of the CPSU. A comprehensive ‘Food Programme’ was adopted by the same plenary session, though one which may not be commensurate with the scale of Soviet agricultural problems as the country apparently heads for its fourth bad harvest in a row.1
