Abstract

The impact of quantitative policy analysis often suffers from the fact that policy makers are not as mathematically inclined as policy analysts. Analysts have been limited in “speaking truth to power”, because of the algebraic foundations upon which their work is often based (Banks and Rossini, 1987; Mulvey and White, 1987). The purpose of this chapter is to offer a graphic alternative to algebraic wizardry in the hopes of increasing the use of rational decision making in the public policy arena.
