The Maritime Strategy: A Norwegian View
Abstract
It is quite clear that certain aspects of Norwegian security policy will change with the new Labour Government in Norway — perhaps not in substance, but certainly in terms of rhetoric and the way people are addressing certain problems. Such a change of government may happen in Britain too, in 1987 or 1988, and this will have an impact on security policy, though again not as large an impact as rhetoric may suggest. In the United States there have been changes in security policy as administrations have changed. It is therefore important to distinguish between what is rhetoric and what substance, between what changes and what does not.
