Abstract
The present pattern of security in Scandinavia — often somewhat imprecisely called ‘the Nordic balance’ — grew out of the post-war ‘correlation of forces’. By and large, this pattern has proved successful over the years in keeping tension low in the region. However, the ‘correlation of forces’ has not been stagnant.
