Abstract
A historical analysis of the development of the USSR wood and paper industry was undertaken in order to reflect some specific features of the distribution of resources in the structure of the IIASA global model for the forest sector.

In total, exports of roundwood and sawnwood also show a U-turn: (math) One may consider causes of this export behavior from the demand for timber products in the world market but for us it is important to observe that this factor does not reverse the decline in absolute figures of the resources for domestic use in the last years. Thus, more than a quarter of low quality timber classified partly as “fuelwood” is now used for technological purposes.
The use of residues for panel production increased from 1. mln m3 in 1965 to 6.5 mln m3 in 1980.
Some authors state that in 1976–1980 use of unprocessed timber in construction decreased twofold.
The production figure for the last years is estimated from these data in the range of 40 mln pieces.
10.6 mln m3 is used for 47.2 mln sleepers and some other products.
Exports play a role in the calculation of domestic resources when they increased to 1.5 mln m3 in 1965 and went down to 0.6 mln m3 in 1980.
At the same time, exports of residues increased from almost zero in the 1960’s to 0.5 mln m3 in 1980.
It is clear that step by step estimation of the resources used for sawn-wood gives a reasonable result instead of low efficiency observed before.
