Zum Potenzial des Konzepts der Responsibility while Protecting

Zusammenfassung

Das Konzept der Responsibility while Protecting (RwP) stellt einen Versuch dar, offene Fragen der Diskussion um die Responsibility to Protect (R2P) einer Klärung zuzuführen und auf diese Art die Konzeption der R2P in eine spezifische Richtung hin weiterzuentwickeln, unter Betonung des absoluten Ausnahmecharakters militärischer Intervention als Form kollektiver Durchsetzung der Schutzverantwortung. Der brasilianische Vorstoß der RwP ist aus der spezifischen Situation der kritischen Debatte im Nachgang zur Libyen-Intervention 2011 heraus erwachsen, greift aber Debattenstränge der Diskussion um humanitäre Interventionen, das „droit d’ingérence humanitaire“, und die kollektive Verantwortung der Verhinderung von „mass atrocities“ aus den 1990er Jahren auf (vgl. Stuenkel und Tourinho 2014, S. 380; Orford 2016, S. 21f.). Will man den Stellenwert der Responsibility while Protecting-Initiative und der Reaktionen darauf angemessen bewerten, so muss man die Spezifika der RwP in die Entstehungsgeschichte der R2P und die spezifischen normativen Debatten über die konkreten Gehalte der Schutzverantwortung einbetten.
