Zusammenfassung
Zentralbanken verbleiben als Hauptakteure. Sie müssen ohne ein tragfähiges Konzept vielfältig auf dem Finanzmarkt intervenieren, und das mit ungewissem Ausgang. Ihre Maßnahmen zielen darauf ab, wirtschaftliche Risiken aus dem Privaten Bereich zu übernehmen, den Gewinnfluss zu fördern, Vermögensbestände zu sichern und die Zuversicht der Marktakteure zu stärken. Ihre Interventionen kommen den Reicheren, den Gewinnbeziehern und den Besitzenden, zugute. Sie fördern so die Ungleichheit. Auch bei den Begünstigten staatlicher Eingriffe vollzieht sich ein Wandel. Denn die ursprünglich wirksame keynesianische Fiskalpolitik ist den weniger begüterten Arbeitnehmer zugute gekommen. Diese sind mittlerweile zudem bereits Verlierer der Automatisierung und der Globalisierung in den Industriestaaten. Insbesondere die durch den Staat bewirkte Ausweitung der Ungleichheit ruft nach einer staatlichen Korrektur, beispielsweise durch eine stärker progressiv ausgestaltete Besteuerung der Einkommen Y und der vererbten Vermögen Σ. Die kapitalistische Markwirtschaft zeigt eklatante Schwächen. Im Wandel der Zeit bleibt ihr das Übel der Arbeitslosigkeit erhalten, und dazu treten mit der Instabilität und der Ungleichheit zwei weitere gesellschaftliche Bürden. Und die Stabilisierungspolitik der Zentralbanken, die in erster Linie auf die Stabilisierung des Finanzmarktes zielt, hat das Risiko, dass sie langfristig die Instabilität und Ungleichheit noch verstärkt und dass sie die wechselseitigen Abhängigkeiten zwischen Markt und Staat vertieft sowie ökonomische Strukturen und Mechanismen nachhaltig verändert.
