The “gypsy Threat”: Modes of Racialization and Visual Representation Underlying German Police Practices

Abstract

This chapter analyses German police press releases and other media coverage and shows that, to date, German police authorities continue to exercise biased and racialized approaches to Sinti, Roma, and other peoples whom they perceive to be “gypsy-like”. These approaches are based on the narrative of a “gypsy threat” that results in practices of securitizing those perceived as “gypsies”. Common practices include the continued collection of “ethnic” data as well as warnings to the general population of an alleged threat of “gypsy crime”. The chapter argues that this narrative is interwoven with a specific visual police regime of the “criminal gypsy” as a sub-regime of the more general visual regime of “the gypsy”, further supporting practices of racial profiling and social exclusion.

This chapter is widely based on the research I did for the Dokumentations- und Kulturzentrum Deutscher Sinti und Roma, published in End (2014).

    I put the term “gypsy” in double quotation marks here because I consider it to be a signifier of a racist construction; it is not used to describe real human beings. Throughout this chapter, this form of quotation is used for other signifiers of racist constructions as well. It is also used for self-designations, such as “Roma”, if they are used as signifiers of racist constructions. This use is also in accordance with the practice of those movements in English-speaking countries in which some self-identify as ‘Gypsies’ and write the term with a capital G; see, for example, the terminology proposed by the National Federation of Gypsy Liaison Groups (Spencer 2012).

    I use the term discourse in Foucauldian tradition as a description of a specific but flexible formation of ideology, knowledge and practices.

    Huub van Baar (2014: 38) remarks on something similar in the case of the French database “MENS” (“minorités éthniques non sedentarisés” [“non sedentary ethnic minorities”]) which was used illegally by the French police authorities to store information about “gypsies”. This practice was discovered in 2010.
