Abstract
A special class of atomic nuclei called local magic nuclei is discovered. The existence of a new 146Gd local magic nucleus with a magic nucleon pair of (N, Z) = (82, 64) is confirmed on the basis of experimental data. A scheme is obtained for the evolution of the proton shell that results in this phenomenon. It is shown that tensor proton‒neutron forces play a crucial role in this evolution.
