The Development of a Concept and Implementation Methodology for a State Scientometric System

Abstract

The descriptive model of a state scientometric system is introduced. The purpose of its development, terms of use, rationale for design, concept, tasks, user categories, organization principles, functional structure, data collection procedures, scientometric and bibliometric indicators, and information products are introduced.
