Understanding Target Points of Landscape Evaluation in Semi-urban Areas: A Case Study of Kutchan and Niseko Towns of Hokkaido in Winter and Summer

Abstract

This paper evaluates the landscape as a resource of a rural environment, subject to district planning for semi-urban areas of Hokkaido. The paper looks at what value the primary landscape has by using a questionnaire and it decides what the most important feature of a landscape is. The main points of the landscape are concretely determined in the landscape assessment questionnaire, which includes photographic images, and answers are received about the willingness to pay (WTP). For the WTP evaluation, differences are seen in summer and winter landscapes of the same location.
