Abstract
This paper discusses the future of tourism in Hokkaido and suggests new tourism policies. It first looks at Okinawa, which is often compared to Hokkaido, and then the concept of a ‘person’ as a tourism resource is approached. As well, new tourism policies being implemented in Hokkaido are discussed, along with some concrete examples.
