Institutions for Cooperation and Trade Relations of Belarusian Regions with Russia and China

Abstract—

The article analyzes the state and trends in the development of interregional relations of the Republic of Belarus with Russia and China. Proposals have been developed for an institutional basis to deepen interregional interactions within the framework of the Union State of Belarus and Russia, providing for legal support institutions, expanding the powers of the governing bodies of the Union State, local self-rule, and coordination and development of the integration environment. The main provisions of the draft Strategy for the Development of Interregional Cooperation between the Republic of Belarus and the People’s Republic of China are highlighted, containing recommendations for increasing the positions of nonpotash commodity exports, taking into account such factors as availability of demand, price competitiveness of Belarusian products, expanding the range of exports of regionally specialized high-tech products and goods, including cooperation between small and medium-sized businesses, cluster structures, etc. The format of regional associations is determined as a virtually untapped reserve for growth of interregional ties between Belarus, Russia, and China. The main drivers for building the potential of interregional cooperation in the context of regional integration are creation of an information and analytical database on the status of foreign economic strategies of the regions of China and EAEU countries and their current changes, use of the potential of the digital logistics corridors project in the EAEU, formation of trade and marketing alliances, development of a joint action plan to include megacities and urban agglomerations, innovation zones, industrial parks, and border areas in interregional interactions.
