Abstract—
Climate warming leads to the degradation of permafrost, the destruction of road infrastructure and healthcare facilities, the deterioration in the availability of medical care, and the activation of foci of some infectious diseases. It is necessary to organize microbiological control over animal burial grounds and food storage facilities in permafrost, as well as the development of low-rise construction with autonomous power supply systems. Heatwaves in Arctic cities are risk factors for excess mortality: in the YaNAO, the population is most vulnerable under the age of 25 and over 65, and it is necessary to strengthen preventive work for these age groups.

CALM is the circumpolar active layer monitoring program. https://www2.gwu.edu/~calm/data/north.htm. Accessed April 7, 2022. Data on monitoring points that had incomplete values for a time interval were excluded; monitoring points were geo-referenced to the administrative-territorial boundaries of the regions.
As a result of the pandemic, in 2020, compared to 2019, the SDR from all causes in Russia increased by 18%, i.e., returned to the values of seven to eight years ago.
