Abstract—
The development problems of the Russian economy are considered at the stage of its transition from a situation, which is stable although limited in using its potential to uncertainty and the need to respond to new global changes. Russia has a developed military, industrial, labor, etc. capacity. At the same time, the urgency of overcoming the consequences of multilateral sanctions affecting Russia’s industrial and technological development delays the achievement of national goals for a certain period but does not change the need to concentrate development on an innovative and technological basis.
