Abstract
A number of algorithms are proposed for creating means of management of air-traffic flows on the basis of decomposition of the original optimization problem and stepwise adjustment of plans of individual flights. Different variants of order of the solution of local problems under decomposition are considered: from the most overloaded element of load to the next one in the hour-based order; in the course of arising requests and under arising an overload in an element. In this paper examples automated daily plan adjustment allowing removal of expected overloads in the fields of air-traffic service management are presented. The results obtained demonstrate that the adjustment techniques for an actual daily plan of flights in the airspace of the Russian Federation are efficient and flexible.
