Abstract
In April 1999, the Liaison Committee of Development NGOs to the European Union held in Brussels a conference on ‘The Evolving Role of NGOs in Development’, on the occasion of its 25th General Assembly where 300 representatives from 900 European NGOs responsible for the spending of one billion US dollars for relief and development in the South and East debated the efficiency, transparency and accountability of all the actors involved in development. Fabio Poelhekke has re-written his presentation to that meeting for Development readers asking ‘is development cooperation through NGDOs effective, and therefore worthwhile?’
