The triumph of darkness?

An experience of operational research work with a local authority

Abstract

Decision-making in local government is often concerned with the deployment of large amounts of resource under conditions of uncertainty and change. Such conditions would seem to offer considerable scope for the application of OR. However, there are practical difficulties in carrying out OR in local government, not least of which is the political complexity of the environment. In this article, the authors describe their own first-hand experiences of these difficulties.

*Cecilio Mar Molinero is a lecturer in the Department of Accounting and Management Science, University of Southampton. He is the Chairman of the Education Systems Study Group and has published extensively in the OR literature.

**Mao Qing is a lecturer at Beijing University of Posts and Telecommunications, China. She was a visitor at the Department of Accounting and Management Science at the University of Southampton during 1986–88, and has published in the Journal of the OR Society.
