The first version of this article was presented to the Conference “Collective Choice Theory Applied to Eastern Europe” organized in Bellagio, Italy in 1990, March 12–16. This Conference was supported by the MacArthur and Rockefeller Foundations and I thank these Foundations for this great opportunity.
