Abstract
The National Center for Education in Maternal and Child Health has developed three new tools for use by policymakers, program managers, and communities that are implementing the new State Children's Health Insurance Program legislation. These documents provide a philosophy and offer technical assistance for a broad definition of outreach that emphasizes finding, enrolling, and serving low-income uninsured children.
