Organizing on Behalf of Families: Facilitating a “Community Application” to a State Block Grant to Reduce Teenage Pregnancies

Abstract

This is a descriptive analysis of how one Ohio county organized parents, teenagers, and social service providers within three months to apply for a wellness grant to reduce teenage pregnancies. This study contributes to the knowledge needed about the process of how communities are responding to the federal-local funding shift being created by welfare reform. Issues faced by the planning committee in reaching consensus about the target population, intervention, and expected outcomes of the proposed plan are discussed. The paper concludes with a description of the attributes of the planning process which can be used as a model for other community applications for state funding of family interventions.
