Abstract

Editor's Note: The following is an edited transcript of a conversation about the work of police negotiators in hostage situations. The speakers are: Jack Cambria, the current commanding officer of the New York City Police Department's Hostage Negotiation Team; Hugh McGowan, and Robert J. (Bob) Louden, both retired NYPD police commanders who were associated for many years with the Hostage Negotiation Team; and Richard J. DeFilippo, a Crisis Negotiator for the FBI. In addition to the their practical experience, all four have extensive training, teaching, and lecture experience in a wide range of settings. Their "questioners" are Professors Carrie Menkel-Meadow of Georgetown Law School and Wallace Warfield of George Mason University.
