Civic entities in environmental local planning. A contribution from a participative research in the metropolitan area of Barcelona

Abstract

Together with the sustainability the introduction of participative methods has become an almost universal goal in urban and environmental planning. In clear contrast to the tendencies of the seventies and eighties, when economic growth and rational objectivity were the central argument and justification of public policy, these two new criteria –; sustainability and citizen participation –; have emerged with such a force that they have become an essential component of the public policy paradigm. The goal of this paper is to present the main results of a research project that aimed to explore the possilibities for the adoption of a citizen participation program in the implementation of the Agenda 21 in nine municipalities of the Barcelona area. The text consists of five parts: (1) An introduction on the participative methods in the science and the planning; (2) the presentation of the aims in the geographical context of the metropolitan area of Barcelona; (3) the A brief description of the methodology used; and (4) the presentation of the results according to the different aspects, principally those concerning the differences in the intensity of participation and the distictive responses depending of the citizen entities types and the territorial and political condition of each municipality. In the final part the paper comes to some conclusions.
