Abstract
This paper gives an account of the activities of the International Red Locust Control Organisation for Central and Southern Africa (IRLCO-CSA) in the management of the red locust, other locust species and non-locust migratory pests in the 1980s and 1990s. It also analyses the advances made by IRLCO-CSA in implementing a preventive control strategy so as to avoid future plagues and outlines the activities of IRLCO-CSA during periods of locust recession.
There were widespread upsurges throughout the 1980s into the 1990s, with outbreaks being recorded throughout the period 1985–1997. Without doubt, the period 1981 to the present, was the most active since the suppression of the last plague in the 1940s. It is concluded that the threat of red locust plagues is not yet over and that the continued existence of IRLCO-CSA remains key to the food security needs of the region.
Résumé
Cet article donne un bilan des activités de l’Organisation Internationale de Lutte contre le Criquet Rouge en Afrique Orientale et Australe (IRLCO-CSA). Cette synthèse a trait à la lutte contre le criquet rouge ainsi que d’autres criquets et insectes migratoires pour les années 1980 et 1990. L’article présente aussi une analyse des progès faits par TIRLCO-CSA dans l’implantation d’une stratégie de lutte préventive afin parer aux fléaux futurs et il met en exergue les activités de l’Organisation durant les périodes de recession d’attaques des criquets. II y a eu des recrudescences de très grande envergure tout le long des années 1980 à 1990 et dont les explosions ont été enregistrées au cours des anneees 1985–1997. Sans doute que la période des années 1981 jusqu’à ce jour, a été une période d’activité acridiervne la plus prononcée depuis l’anéantissement des fléaux de 1940. On en arrive à la conclusion que la pression du danger acridien n’est pas du tout jugulée et que l’existence de TIRLCO-CSA reste un facteur primordial garantissant la sécurité alimentaire de la région.
