Quantitative Evaluation and Optimization Path of Advanced Manufacturing Development Policy Based on the PMC–AE Index Model

Abstract

Expediting the development of advanced manufacturing is a significant path for China to transform from a large manufacturing country to a strong manufacturing country. To scientifically evaluate the national advanced manufacturing industry development policy system, the paper uses the content analysis method to conduct a comprehensive two-dimensional quantitative analysis of the policy texts from 2005 to 2020. Based on the results obtained by text mining technology, the self-coding technology of neural network theory is further introduced to construct a policy modeling consistency index-auto encoder (PMC–AE) index model for multidimensional policy evaluation in advanced manufacturing industry, calculate the PMC–AE index and generate three-dimensional surfaces. Combined with the policy background and implementation purposes, ten typical advanced manufacturing development policies are evaluated horizontally, and their advantages and disadvantages in nine aspects, such as policy intensity and policy timeliness, are analyzed vertically. Furthermore, this paper analyzes the development status and competitiveness of the global advanced manufacturing industry. Based on the policy text analysis and PMC–AE index evaluation results, this paper proposes the optimal path to promote the high-quality development of national advanced manufacturing industry.
