De lobby vooraf was geslaagd. Bijna ieder verkiezingsprogramma van iedere politieke partij had het basisrecht op kinderopvang opgenomen. De SER had het in haar advies staan, dus er werd veel verwacht van het regeerakkoord. Een teleurstelling. Hoe nu verder?
