Dr Joshua Shaefstein was Secretary of Maryland’s Department of Health and Mental Hygiene during the development of the new all-payer model. Donna Kinzer is the Executive Director and John Colmers the Chair of the HealthServices Cost Review Commission, which oversees the model.
