‘Water wisdom’, will it ever dawn on us?

‘Since water is a highly mobile and hence an elusive resource capable of moving across property line and even international boundaries, its management is difficult and its ownership is hard to define. As it moves in surface streams or in subterranean strata, it can be accessed by different potential users, who more often compete than cooperate. Each use or group of users can deflate or pollute the water supply available to competitors. Since the essence of property right in exclusive use, and water is hard to control, there have always been and still are bitter disputes over water rights, more so now than ever’.
