Het Nederlands instituut voor onderzoek van de gezondheidszorg (Nivel), het medisch centrum van de Vrije Universiteit (VUmc) en het Leids Universitair Medisch Centrum (LUMC) hebben drie methoden getest om de voorkeuren van burgers te peilen voor vergoeding van behandelingen via het basispakket. De methoden blijken alle drie geschikt.
