Persoonsvolgende bekostiging (PVB) leidt in de praktijk nog niet of nauwelijks tot vraaggestuurde zorgvernieuwing. Gebrek aan keuzemogelijkheden en traditionele afhankelijkheidsrelaties blijken de voornaamste spelbrekers. Dit constateert de Stuurgroep Persoonsvolgende bekostiging Drenthe op basis van een door het ministerie van VWS bekostigde pilot.
