Abstract
“Who killed Article 2(4)?” Certain instances of recent state practice evoke the memory of Thomas Franck’s almost classic question. Yet, the cornerstone of the international legal order is as firmly positioned today as it was in 1970. Though it remains surrounded by a grey area. This has a different shape today than it did in 1970, but it covers no less significant terrain than it did then. No matter how much one complains: in the short term, a thorough clarification is not in sight.
