Die Bedeutung der Kohäsionspolitik für die europäische Integration: Aktuelle Bestandsaufnahme eines unbekannten Politikfeldes

Zusammenfassung

Die europäische Regional- und Strukturpolitik ist in vielerlei Hinsicht ein lohnenswerter Gegenstand für eine intensive Beschäftigung. So ist nicht nur das Paradox zu beobachten, dass trotz der hohen Bedeutung der Kohäsionspolitik im EU-Haushalt dieses Politikfeld in der Öffentlichkeit kaum wahrgenommen wird, sondern es ist auch festzustellen, dass die Kohäsionspolitik eine problematische Entwicklungstendenz aufweist, die sich vor allem in einer stetigen Ausweitung ihres Interventionsbereichs bemerkbar macht. Der Paradigmenwechsel in der Förderpolitik als auch die geringe Bekanntheit berühren letztlich die europäische Integration, da durch den ineffizienten und intransparenten Mitteleinsatz das Vertrauen der BürgerInnen in die Problemlösungskompetenz der EU sinkt.

Abstract

The regional policy of the European Union is in many respects a worthwhile subject to deal with. So one cannot only observe the paradox that despite of the high significance of the cohesion policy in the EU’s budget, this field of politics is scarcely salient to the public, but it can also be noted that cohesion policy shows a problematic trend, which is particularly noticeable in the steady expansion of its scope of intervention. This paradigm shift in the subsidies policy as well as the marginal salience of cohesion policy ultimately affects the European integration as a whole, since the trust of the EU citizens and its problem solving skills diminishes because of the inefficient and hardly transparent use of funds.
