Vernetzte Sicherheit: Grenzen eines erfolgreichen Ansatzes

Zusammenfassung

Vernetzte Sicherheit ist gegenwärtig der wohl beste gesamtstaatliche Ansatz, um aktuellen und künftigen Sicherheitsherausforderungen zu begegnen. Die Bedeutung der Vernetzten Sicherheit ergibt sich aus ihrer Praxisrelevanz, bietet sie doch konkrete Handlungsansätze für erfolgreiche sicherheitspolitische Strategien. Bei der Umsetzung in der Praxis sind allerdings auch verschiedene Grenzen zu beachten. Dazu zählen Aspekte wie Hürden in der zwischenmenschlichen Zusammenarbeit, verfassungsrechtliche sowie strukturelle, kulturelle und konzeptionelle Aspekte. Der Schlüssel zum Erfolg der Vernetzen Sicherheit liegt bei den Mitarbeitenden. Daher sollte verstärkt in die ressortgemeinsame Aus- und Weiterbildung sowie in den Personalaustausch investiert werden.

Abstract

The Comprehensive Approach is the most suitable whole-of-government concept available to address today’s and tomorrow’s security challenges. The concept envisions new ways of interaction between different state and non-state actors and thus makes an important contribution to advance successful security strategies. Possible limitations should be taken into account, however, in order not to raise expectations that cannot be met. Challenges to be addressed by practitioners include the day-to-day practice of cooperation, the current legal framework as well as structural, cultural, and conceptual differences between different actors. In the long run, human factors are the most important success factor to leverage the full potential of the Comprehensive Approach. To this purpose, existing programs for inter-agency training and education as well as personnel rotation should be strengthened.
