The Soft Power of the Holy See. Invisible Legions Between International and World Society

Zusammenfassung

Gerade weil der Heilige Stuhl keine hard power im traditionellen Verständnis besitzt, entwickelten sich insbesondere im Laufe des internationalen politischen Engagements während des 20. Jahrhunderts sowohl ausgeprägte soft power-Fähigkeiten als auch extensive diplomatische Aktivitäten. Dieses Engagement des Heiligen Stuhls findet dabei immer vor dem Hintergrund einer spezifischen Friedensvision statt. Dieser Beitrag deckt das Spektrum an soft power-Fähigkeiten auf und stellt es in den theoretischen Kontext der Englischen Schule – vor allem deshalb, weil der Heilige Stuhl die Verwirklichung seiner normativen Vorstellung von internationaler Politik durch soft power anstrebt, was am besten auf die Formel „von der internationalen Gesellschaft zur Weltgesellschaft“ gebracht werden kann.

Abstract

Since the Holy See has no capabilities in terms of traditional hard power, it has developed considerable soft power capabilities and extensive diplomatic ties in the course of the 20th century. The activities of the Holy See always take place against the background of a specific vision of peace. This article explores the set of soft power capabilities and puts it into the theoretical context of the English School. This is mainly because the normative conception of the Holy See regarding international politics—pursued through soft power—can best be described with the formula “from international to world society”.

  1. Die berühmte Formel cuius regio eius religio geht bereits auf den Augsburger Religionsfrieden von 1555 zurück und wurde durch die Friedensschlüsse von 1648 wieder aufgegriffen. Diese Formel hat aber nicht, wie so oft angenommen, den modernen säkularen Nationalstaat geschaffen, sondern vielmehr den „konfessionellen Rechtsstaat“ wie Casanova (2008) herausgearbeitet hat. Siehe auch Philpott (2001).

  2. In den Sozialwissenschaften ist seit geraumer Zeit eine „Wiederentdeckung“ der Religion anzutreffen, die im Diskurs der Internationalen Beziehungen bereits seit längerem festzustellen ist (Philpott 2009). Die Soziologie (Casanova 1994) und die Vergleichende Politikwissenschaft erkannten dabei die Trends, die sich etwa in Afghanistan, dem Iran, der Befreiungstheologie aber auch im Evangelikalismus feststellen ließen etwas schneller und wiesen darauf hin, dass wer „Religion verkennt“, Politik nicht „erkennt“ (Bärsch 2005).

  3. Dies gipfelte nicht zuletzt 1929 in der Erlangung staatlicher Souveränität des Vatikanstaates selbst. In der „Römischen Frage“, welche die Kontroverse zwischen dem Vatikan und der italienischen Regierung von 1870 bis 1929 geprägt hat, war die Erlangung internationaler Souveränität überlebensnotwendig (Shelledy 2009, S. 20–21).

  4. Dies trifft natürlich nicht auf alle Religionsgemeinschaften zu. Eine prominente Ausnahme ist etwa das Judentum, welches zwar durchaus auch universalistisch, aber nicht missionarisch geprägt ist (Holtz 2007; Walzer 1990).

  5. Obwohl heute gerade von der amerikanischen Außenpolitikanalyse (wieder)entdeckt, war es doch das Britische Empire, das im 19. Jahrhundert erstmals diese „sanfte Macht“ einsetzte, indem es zum Beispiel „seine Kultur über die Predigten der Missionare und Artikel in anglophonen Publikationen verbreitete“ (Ferguson 2003, S. 8; Zakaria 2008, S. 169–171).

  6. Strukturelle Macht in diesem umfassenden Sinn kommt dem Heiligen Stuhl heute sicherlich keine (mehr) zu. Beispiele umfassender struktureller Macht der Katholischen Kirche die auch systembeeinflussend wirken, lassen sich nur mehr in der Vergangenheit finden. Ein Beispiel für „erfolgreiches“ politisches Agieren ist das Pontifikat von Innozenz III., der nicht nur Vormund des von ihm später exkommunizierten Friedrich II. gewesen ist, sondern auch mehrere Herrscher europäischer Fürstentümer und Königreiche in Lehensabhängigkeiten bringen konnte (wie England) und auch verwaltungsgeschichtlich, dank seiner bahnbrechenden Registerführung, eine große „kircheninterne“ Rolle spielte. Der besondere Charakter des damaligen kirchlichen politischen Agierens zeigt sich gerade im raschen Umschlagen dieser Macht – so hatte die päpstliche Bulle Unam Sanctam von Bonifaz VIII., der entsprechende politische Ansprüche auf die Spitze trieb, keinen Erfolg mehr. Aber nur weil der Heilige Stuhl keine materielle Drohkulissen oder umfassende strukturelle Macht aufweist, bedeutet dies nicht, dass er keine subtilen oder offenen ideellen Gefahren für Staaten und andere Akteure darstellt (Neale 1998).

  9. Politische Macht an sich, somit auch soft power als eine Form von Macht, muss von Gewalt (force) im eigentlichen Sinne der tatsächlichen Ausübung von physischer Gewalt unterschieden werden. Wenn Gewalt zur Tatsache wird, kennzeichnet sie die Abkehr von politischer Macht, hin zu militärischer Macht (Morgenthau 1956, S. 27).

  10. Denn „(n)ach herrschender Lehre ist die Völkerrechtssubjektivität des hl. Stuhls in seiner Funktion als oberstes Organ der Katholischen Kirche von der des Vatikansstaates, deren Oberhaupt nur der Papst sein kann, strikt zu trennen“ (Mayr-Singer 2000, S. 197). Nicht zuletzt ist der Heilige Stuhl wahrscheinlich auch das älteste Völkerrechtssubjekt. Denn er wurde, unabhängig von der Stellung des Papstes als Oberhaupt des Kirchenstaates, bereits seit dem Mittelalter anerkannt (nicht zuletzt weil sich seine Autorität von göttlichem Recht ableite und daher originär sei) (Mayr-Singer 2000, S. 193).

  11. Unter internationalen Institutionen versteht die Englische Schule etwas grundsätzlich anderes als andere theoretische Ansätze: Es sind historisch entwickelte (evolved) und nicht vorsätzlich konstruierte (designed) Praktiken, die konstitutiv für die Akteure sind (Buzan 2004, S. 161–204) Zur Unterscheidung von evolved und designed siehe Onuf (2002). Dadurch wird auch klar, warum zum Beispiel Souveränität als eine primäre Institution der international society angesehen wird und ihre Derivate internationales Recht (Völkerrecht) und das Gebot der Nichtintervention sind.

  12. Dennoch gilt es zu bedenken, dass auch klassische hard power eine Ressource von soft power sein kann. Dies ist zum Beispiel dann der Fall, wenn militärische Stärke bewundert oder zum Allgemeinwohl eingesetzt wird. Dies war etwa nach der Tsunami-Katastrophe in Indonesien 2004 der Fall als die USA Schiffe der Navy für humanitäre Einsätze vor die Küste Indonesiens schickten und ihnen dadurch eine Aufwertung in der Region widerfahren ist (Nye 2009). Ähnliches ist auch von der Entsendung von US-Kriegsschiffen und Truppen nach Haiti nach dem Erdbeben im Januar 2010 zu erwarten. Gerade in Haiti zeigte sich, dass es bei Katastrophen eines derartigen Ausmaßes allem Anschein nach eine Supermacht mit entsprechenden hard power Fähigkeiten braucht, um Sicherheit zu gewährleisten, damit die humanitäre Hilfe überhaupt effizient anlaufen kann.

  13. Lediglich die Schweiz hatte als einziges Völkerrechtssubjekt neben dem Heiligen Stuhl bis zu ihrer Mitgliedschaft in den Vereinten Nationen 2002 den Beobachterstatus inne.

  14. Nichtsdestotrotz ist die Sichtweise der Katholischen Kirche auf Demokratie und den genuin liberalen Ansatz des demokratischen Friedens nicht eine der Kumulation im Sinne eines „Endes der Geschichte“ (Fukuyama 2006), sondern vielmehr die einer „Phase“ (Kurth 1993, S. 52; Weigel 1991). Daher betont die katholische Soziallehre auch den instrumentellen Charakter von Demokratie und nicht deren Finalität (Päpstlicher Rat für Gerechtigkeit und Frieden 2006, S. 294).

  15. Das Subsidiaritätsprinzip, als Vorrang des Individuums, welches das Personalitätsprinzip gegen das Kollektiveregime setzt, wurde zum ersten Mal in der Enzyklika Quadragesimo Anno von Papst Pius XI. 1931 ausformuliert. Der Vorrang des Individuums, welches nie gänzlich von einem Kollektiv absorbiert wird, findet sich später vor allem im Denken von Papst Johannes Paul II. und deckt sich dahingehend teilweise mit dem Christlichen Realismus von Reinhold Niebuhr (Hinze 2009, S. 451).

  16. Neben der Enzyklika wird dies auch durch die Heiligsprechung von Thomas Morus im Jahre 1935 deutlich. Morus, vor allem durch sein Werk Utopia bekannt, wurde als ein Zeichen gegen totalitäre Herrschaftsansprüche zum Märtyrer erklärt.

  17. Der Solidaritätsgedanke in Sollicitudo rei Socialis geht sogar soweit, dass verlangt wird, sein eigenes Leben für die Feinde hinzugeben (Nr. 40).

  18. Die Englische Schule weist dadurch auch eine signifikante Nähe zum Konstruktivismus auf (Reus-Smit 2002; Suganami 2001).

  19. Dieses Verständnis von internationaler Gesellschaft ist darüber hinaus auch bei Hans Morgenthau, einem der Hauptvertreter des Realismus im 20. Jahrhundert, grundgelegt wenn er fragt, „what is the value of the proposal for doing away with the very structure of an international society of sovereign nations and establishing a world state?“ (Morgenthau 1956, S. 21).

  20. „A world society in my sense would be based on principles of functional differentiation amongst the various types of entities in play and agreements about the rights and responsibilities of different types of units in relations both to each other and to different types“ (Buzan 2004, S. 203).

  21. Natürlich finden sich diese beiden Fallbeispiele in einem traditionell „katholisch“ geprägten Umfeld wieder. Es ist daher auch von einem strategischen Vorteil, dass der Papst in Verhandlungen zunächst als Oberhaupt der Kirche beziehungsweise die vatikanischen Diplomaten als geistliche Würdenträger auftreten (Hanson 1987, S. 68).

  22. Manche (Köchler 2006) sehen die Rede von Papst Benedikt XVI. in Regensburg 2006 (Benedikt XVI 2006) als ein Hindernis im christlich-islamischen Dialog. Diese Rede hat in der islamischen Welt zu teils heftigen Reaktionen geführt. Andere (Schall 2007; Neuhaus 2006) wiederum betonen, dass gerade dadurch ein fruchtbarer Dialog in Gang gesetzt wurde.
