Zusammenfassung
In einer gemeinsamen Stellungnahme zum Präventionsgesetz der kardiologischen, pneumologischen Fachgesellschaften (FG) und der FG Arbeits- und Umweltmedizin sowie der Herzstiftung und der Lungenstiftung wird begrüßt, dass die Erfassung und Behandlung von Risikofaktoren durch Ärzte nach wissenschaftlichen Gesichtspunkten unterstützt werden soll; es gibt aber auch einige Kritikpunkte: Die Ziele der Prävention werden in der Präventionskonferenz ohne Beteiligung von wissenschaftlichen FG nur durch Sozialversicherungsträger, Bund, Länder und Kommunen festgelegt. Bewegungsmangel und Fehlernährung sollten stärker durch den Ausbau des Schulsportes angegangen werden. Der quantitativ bedeutendste Risikofaktor Tabakkonsum wird nur unzureichend berücksichtigt. Tabakwerbung und Tabaksteuer als Ansatzpunkte für Prävention werden nicht angesprochen; die uneingeschränkte Einschätzung des Tabakkonsums als Lebensstil im §34 SGB V entspricht nicht dem Stand der Wissenschaft. Das Präventionsgesetz zeigt zwar einige Verbesserungen im Vergleich zur bisherigen Gesetzeslage, allerdings besteht weiterer, deutlicher Optimierungsbedarf.
Abstract
A joint statement by the professional cardiological and pneumological societies, the German Society for Occupational and Environmental Medicine as well as the German Heart Foundation and the German Lung Foundation welcomes the regulation that identification and treatment of risk factors according to scientific guidelines by physicians will be supported by the new law for prevention; however, there are several points of criticism. The goals of prevention are to be delineated in a prevention conference only by social insurance agencies together with federal, state and community agencies but excluding participation of scientific societies. Lack of exercise and poor nutritional habits should be addressed by extending the hours devoted to sports in schools. The most important risk factor in terms of fatal events is tobacco consumption (TC), which is inadequately dealt with. Tobacco advertising and taxes are not even mentioned as instruments for improving prevention and TC, irrespective of the intensity, is regarded in §34 of the Social Security Code (Sozialgesetzbuch V, SGB V) as a lifestyle which is not in accordance with the state of science. The new Act for prevention represents some improvement compared to the previous state of the law but there is a great need for further optimization.
