Abstract
In recent years, Japan has decided to become a major player in the field of global environmental protection. Japan's annual budget in environmental projects is equal to the annual budget of the World Bank. This study discusses the key elements of Japan's Overseas Development Assistance (ODA) program on both the official and non-governmental levels; specific activities such as grants, loans, information exchanges, demonstration projects, and Environmentally Sound Technology (EST) transfer projects in China; and the potential of the carbon-offset mechanism as defined under the Kyoto Protocol.
