Understanding private refugee sponsorship in Manitoba

Abstract

This paper explores the past success and current situation of the private refugee sponsorship program as an aspect of Canada's immigration policy, with particular reference to Manitoba. It describes the local background and advantages that have given rise to this key component of the present immigration reality in the province. It details the stresses and the problems that the program now faces, and the fragility undermining reliance on it as a significant source of future immigration to Manitoba. Finally, the paper suggests ways to undergird the program and make it an important piece of an immigration strategy that focuses not only on attracting immigrants, but also on retaining them within the province.

Cet article porte sur le succès dans le passé et sur l'état actuel du programme de parrainage privé de réfugiés en tant que composante de la politique canadienne sur l'immigration, et plus particulièrement sur le cas du Manitoba. On y décrit le contexte local et les avantages qui ont encouragé l'émergence de ce programme comme élément clé de la réalité actuelle en matière d'immigration dans cette province. Une description détaillée des contraintes et des problèmes que le programme doit actuellement affronter révèle la fragilité qui compromet le recours au programme comme source significative d'immigration au Manitoba. En dernier lieu, l'article propose des façons de renforcer le programme et d'en faire un élément important de la stratégie en matière d'immigration qui vise non seulement à attirer les immigrants mais aussi à les garder dans la province.
