Abstract
In urban China, a new model of care for the elderly has emerged which involves the government purchasing community services from professional social work agencies. This paper documents this new development and considers the impacts of community-based service provision for the elderly.

The Guangzhou municipal government called it “Community Comprehensive Service Centres” in policies issued in 2010. In 2011, “Community Comprehensive Service Centres” were renamed “Family Comprehensive Service Centres”.
